Job Description:

FUNCTION:

EXEMPT. Responsible for cost and schedule oversight of specific projects, including: development, management and monitoring of integrated overall project schedules; development, management and monitoring of project specific budgets, cash flow projections and forecasting; reviewing progress and productivity of contractor(s); monitoring and verifying monthly costs, conducting change order management and control, providing open-book or fixed-price contract due-diligence; supporting proposal schedule and estimate development; and supporting corporate internal and external reporting.

DUTIES:

  • Review status schedules, monthly project review reports, and performance indicators to ensure accurate reporting of company financial data.
  • Analyze project and proposal schedules including: the critical path and near critical path; cost and resource loading; schedule content; use of relationships, lag, constraints, and milestones.
  • Analyze Earned Value Management System (EVMS) schedule progress and oversee preparation of variance reports and provide corrective action recommendations.
  • Oversee development of budget/forecast, staffing plans, monthly reports, cash flows, earned value reports, and other specialty reports as required.
  • Use comprehensive cost processor such as Cost Manger.
  • Oversee implementation of EVMS on projects as required.
  • Implement strategic tools and initiatives to enhance reporting and improve departmental efficiency
  • .Oversee preparation of reports detailing the status of change orders and REAs, and their impacts to project performance.
  • Other duties as assigned.

Experience and Skills:

QUALIFICATIONS:

  • BS degree in Civil Engineering, Construction Management or related field and 3 or more years’ experience working on scheduling projects and estimating in formal CSCSC or EVMS environment required.
  • Environmental remediation and demolition background for scheduling construction projects.
  • Familiar with proposals and documents, project management and a variety of tasks including CPM (Critical Path Method) development, scheduling cost and resources, time impact analysis, and project controls development.
  • Experience using Cost Manager, or similar EVM system.
  • Knowledge of budgeting and forecasting, staffing plans, monthly reports, cash flows, and earned value reports.
  • Experience using eKaye, Timberline, or similar estimating system.
  • Ability to work independently.
  • Skilled analyzing financial data as it pertains to project management.
  • AACE, EVMI, or PMI certification desirable.
  • Experience related to radiological decontamination, demolition, characterization, waste transportation and disposal, and construction for DOE.
  • Experience using accounting software desired.
  • Ability to read and interpret documents such as proposals, engineering change orders, blueprints, and financial and technical reports.
  • Ability to communicate clearly and succinctly on a technical level.
  • Ability to work with mathematical concepts such as probability and statistical inference.
  • Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical solutions.
  • Ability to interface with peers and management.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram or schedule form.

 

WORKING CONDITIONS:

  • While performing the duties of this job, the employee is exposed to normal office conditions. The noise level in the work environment is usually moderate.
  • Ability to frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds.
  • Ability to sit and/or stand for extended periods of time.
